Tom Britton, AICP, CFM
|Tom rejoined the CDS staff in 2019 after working 12 years as a planner in South Carolina. He previously served with CDS from 1995 to 2007. Tom is the Executive Director of CDS. He holds a Bachelor of Science degree from Francis Marion University and his Master of Public Administration degree from Murray State University. When not working, Tom enjoys spending time with his family.
AICP – Assistant Director & Downtown Renaissance Director
|Holly has been with CDS since 1996. She is currently the Assistant Director as well as the Downtown Renaissance Director. She has held the positions of Planner I, Planner II, and Manager of Community Development. She has extensive experience in zoning administration, subdivision review, historic preservation, solid waste management, grant writing, grant administration, non-profit management and the development and implementation of Legacy Hopkinsville (formerly Inner-City Residential Enterprise Zone) and Downtown Renaissance initiatives and programs. Holly received a Bachelor of Science degree from Murray State University in 1994, a Master of Public Administration degree from Murray State University in 1998, and achieved certification through the American Institute of Certified Planners in 2002. Holly enjoys gardening, cooking, reading and spending time with family and friends.
Geographic Information System Coordinator
|Tony has been with CDS since February of 2000. He serves as the Geographic Systems Coordinator as well as the Information Systems Administrator. He is responsible for maintaining current information systems and developing new strategies that will best serve CDS as well as the community. He served in the United States Air Force for 20 years as a Civil Engineering Technician and graduated with an Associates Degree in Civil Engineering Technology. He enjoys playing music and flying.
Technical Services Coordinator
|David is responsible for E911 addressing in Christian County. He is certified as a Level 1 Building Inspector and also serves as the Rehab Inspector for Hopkinsville’s Home Improvement Program, Repair Affair and the Hopkinsville Affordable Home Ownership Program. David also conducts GPS data collection and assists in Geographic Information System services. He has been with CDS since 1996. David is originally from Winfield, Kansas and has served in the U.S. Army. He is a graduate of Southwestern College with a B.A. in Biology. He is a member of the National Emergency Number Association and the Code Administrators Association of Kentucky. He is married and has 3 children.
Procedural Services Coordinator
|Peter is a Level 3 Building Inspector and is the Procedural Services Coordinator for CDS. Before coming to CDS, Peter worked as an underground pipe construction foreman for various firms in Florida. Peter supervises all of the code enforcement and building inspection activities. He has been with CDS since 2007 and has worked in the Surface and Stormwater Utility Department and as a Building Inspector. Peter earned his Associates degree from the University of Kentucky and is a Certified Floodplain Manager. Peter is also a member of the Code Administrators Association of Kentucky and the Association of State Floodplain Managers.
|Clarise has been with CDS since 1992. She was born and raised in Hopkinsville, Kentucky. She supervises the clerical personnel and their duties. She serves as a liaison between various governmental units in the administration of Planning and Zoning issues. She is also responsible for recording the minutes for meetings to include Local Development Corporation, Plan Review, Community and Development Services, and Inner-City REZ.
Management Services Coordinator
|Laura is originally from Hopkinsville and has been with Community and Development Services since August of 2008. Laura is the Manager of Community Development as well as the Legacy Hopkinsville Coordinator. She has held the positions of Community Development Planner I & II. She has extensive experience with the development and implementation of Legacy Hopkinsville (formerly Inner City REZ Program), as well as community development initiatives, and downtown planning aspects. Laura is responsible for oversight of the Community Development Division which includes the Community Development Block Grant Program and other state/federal grant programs administered for the City of Hopkinsville and the Christian County/Hopkinsville Development Corporation. She is also responsible for the oversight of the Hopkinsville-Christian County Downtown Farmers Market. Laura received her Bachelor of Science degree from Northeastern University, Boston, Massachusetts and a Master’s in Public Administration from Murray State University, Murray, Kentucky. She is married to Travis and they have two children, Jackson and Remington.
Code Enforcement Officer
|Rusty is a Code Enforcement Officer for CDS. Rusty serves as the One and Two Family Building Inspector for the City of Hopkinsville. He has been with CDS since 2001. Rusty is from Hopkinsville and he has served in the United States Navy. Rusty has been married to his wife Sandy since 1986 and has 3 children and three granddaughters. He enjoys hunting, baseball, and church youth activities.
|Beth has been with CDS since February 2011. She started as a receptionist and has since became a Planner I. Beth was born and raised in Hopkinsville and now lives here with her husband Sam, and their three sons. In her spare time she enjoys yoga, staying active, and spending time outdoors with her family.
Code Enforcement Officer
|Tommy is a Level 2 Building Inspector serving as a Code Enforcement Officer and has been with CDS since July 2012. He has been married to his wife, Gail, since 1975 and they have 2 sons, 5 grandsons and 1 granddaughter. In his free time, he enjoys fishing and spending time with his family.

|Ross is a native of Hopkinsville a former local business owner, and a devoted husband and father. He and his wife, Jessica, have been married since January 2020. He is an active volunteer in his church and community. In his spare time, Ross enjoys playing golf, camping, and hiking.
|Constance has been with Community and Development Services since July 2021 after 9 years of working with children, and performs clerical/admin duties as a receptionist. She was born in Hopkinsville, KY but raised in Pembroke, KY. She now resides in Hopkinsville and enjoys spending time downtown.
