Steve Bourne

Steve has been with the Community and Development Services since 1982. Previously, he worked as the research Analyst/Draftsman and Energy Impact Planner for the City of Henderson, Kentucky. He began as a senior planner and has been Director since 1984. Steve has a Master of Arts in Public Policy Analysis and Economics, a Masters of Public Administration, and a Doctor of Jurisprudence.

Holly has been with CDS since 1996. Holly is currently the Assistant Director as well as the Downtown Renaissance Director. She has held the positions of Planner I, Planner II, and Manager of Community Development. She has extensive experience in zoning administration, subdivision review, historic preservation, solid waste management, grant writing, grant administration and the development of Inner-City and Downtown Renaissance initiatives and programs. Holly received a Bachelor of Science degree from Murray State University in 1994 and a Masters of Public Administration degree from Murray State University in 1998.

Tony has been with CDS since February of 2000. He serves as the Geographic Systems Coordinator as well as the Information Systems Administrator. He is responsible for maintaining current information systems and developing new strategies that will best serve CDS as well as the community. He served in the United States Air Force for 20 years as a Civil Engineering Technician and graduated with an Associates Degree in Civil Engineering Technology. He enjoys playing music and golfing.

David is responsible for E911 addressing in Christian County. He is certified as a Level 1 Building Inspector and also serves as the Rehab Inspector for Hopkinsville’s Home Improvement Program, Repair Affair and the Hopkinsville Affordable Home Ownership Program. David also conducts GPS data collection and assists in Geographic Information System services. He has been with CDS since 1996. David is originally from Winfield, Kansas and has served in the U.S. Army. He is a graduate of Southwestern College with a B.A. in Biology. He is a member of the National Emergency Number Association and the Code Administrators Association of Kentucky. He is married and has 3 children.
Peter Wood

Peter is a Level 1 Building Inspector and is the Procedural Services Coordinator for CDS. Before coming to CDS, Peter worked as an underground pipe construction foreman for various firms in Florida. Peter supervises all of the code enforcement and building inspection activities. He has been with CDS since 2007 and has worked in the Surface and Stormwater Utility Department and as a Building Inspector. Peter earned his Associates degree from the University of Kentucky and is a Certified Floodplain Manager. Peter is also a member of the Code Administrators Association of Kentucky and the Association of State Floodplain Managers.

Clarise has been with CDS since 1992. She was born and raised in Hopkinsville, Kentucky. She supervises the clerical personnel and their duties. She serves as a liaison between various governmental units in the administration of Planning and Zoning issues. She is also responsible for recording the minutes for meetings to include Local Development Corporation, Plan Review, Community and Development Services, and Inner-City REZ. Clarise has one daughter, Whitney.

Lynn has been with CDS since 2006. She performs clerical duties for CDS Staff. She is also responsible for recording the minutes for meetings to include Code of Ordinance Enforcement Board, Dilapidated Housing Hearing Panel and Community Housing Development Organization. She is a Hopkinsville native and a Murray State University graduate, receiving a Bachelor of Science in Business with a management major in 2005. Lynn has been married to her husband Jason since 2010.

Mike is a Code Enforcement Officer for CDS. His primary emphasis is trash and weed complaints, abandoned/junked vehicles, dilapidated structures. Mike has been with CDS since November of 2003. Mike is married to his wife Patti and they have 3 sons, 1 daughter, and 10 grandchildren. Mike enjoys teaching Sunday School, singing and spending time with friends and family.

Laura Faulkner

Laura is originally from Hopkinsville and has been with CDS since August of 2008. Laura is currently the Management Services Coordinator and has previously held the position of Inner City REZ Program Coordinator. She has extensive experience with the development and implementation of the Inner City REZ Program components and initiatives as well as community development planning aspects. Laura is responsible for oversight of the Community Development Block Grant Program and other federal grant programs for the City of Hopkinsville and Christian County/Hopkinsville Development Corporation. She is also the market manager for the Hopkinsville-Christian County Downtown Farmers Market. She received her Bachelor of Science degree from Northeastern University, Boston, Massachusetts and a Masters in Public Administration from Murray State University, Murray, Kentucky.

Angela is originally from Hopkinsville and began her career with CDS in May 2001. She has held the positions of Planner I, Planner II, Management Services Coordinator, and Planning Services Coordinator. She has experience in zoning administration, subdivision review, historic preservation, solid waste management, environmental program planning, grant writing, and grant administration. She is responsible for the review of all subdivisions of property, development of infrastructure, stormwater management plans, lighting plans, landscaping plans, new site development plans, cellular antenna tower placement and modification, manufactured home placement, and residential construction incentives. She is also responsible the review of special permitting such as Conditional Use Permits, Home Occupation Permits, Dimensional Variances, and Certificates of Appropriateness. She received a Bachelor of Arts degree from Murray State University in 2001 and a Masters in Public Administration from Murray State University in 2005. She became a Certified Planner in 2012 through the American Institute for Certified Planners (AICP) and became a Certified Floodplain Manager (CFM) in 2016 through the Association of State Floodplain Managers (ASFPM).

Rusty is a Code Enforcement Officer for CDS. Rusty serves as the One and Two Family Building Inspector for the City of Hopkinsville. He has been with CDS since 2001. Rusty is from Hopkinsville and he has served in the United States Navy. Rusty has been married to his wife Sandy since 1986 and has 3 children. He enjoys hunting, baseball, and church youth activities.

Cameron joined CDS in 2015. He graduated from Kentucky Wesleyan College in 2014 with a Bachelor of Science Degree in Political Science. In his spare time, Cameron enjoys barbequing, touring Kentucky, and reading history.

Beth has been with CDS since February 2011. She performed typing and clerical duties for CDS staff. She is also responsible for recording the minutes for meetings to include Board of Zoning Adjustment, Historic Preservation, Renaissance Design Review, Downtown Renaissance Advisory, and the Landbank Authority. She is also responsible for tracking Hopkinsville and Christian County Subdivision Plats. Beth was born and raised in Hopkinsville. She has an Associates Degree in Arts and loves historic buildings, singing and art history. She resides in Hopkinsville with her husband Sam.

LeeAnn is originally from Hopkinsville and has been with CDS since August of 2010. LeeAnn serves as a Community Development Planner. She is responsible implementing the housing assistance programs such as the Hopkinsville Home Improvement Program, Hopkinsville Affordable Homeownership Program, Repair Affair Program, Emergency Repair Program and Energy Efficiency and Conservation Block Grant Program. LeeAnn received a Bachelor of Science degree from Murray State University in 2004 and is currently working on her Masters in Public Administration.

Darnell has been with CDS since November 2011. He is the youngest member of the CDS family and serves as a Code Enforcement Officer. In his spare time, he enjoys playing pool and bowling.

Originally from upstate New York, she earned a Bachelor of Arts degree from Lynchburg College in 2009, where she studied English and Communications. Stacy is currently completing her Masters in Public Administration through Murray State University.

Zak joined CDS in August 2016 in the position of Planner I. Raised in South Christian County, he earned a Bachelor of Science degree from Austin Peay State University in 2014 where he studied Criminal Justice and Public Management.
Adam Cannon

Adam joined CDS in 2017 as a Planner I. Adam has a background in Public Administration and Hospitality. He brings with him extensive experience in a variety of areas including CDBG programs and grant administration. His current responsibilities include Comprehensive Planning and support for the Landbank Authority. Adam received a Masters in Public Administration from the University of New Hampshire in 2012 and a Bachelor of Arts in Political Science from Arizona State University in 2009.
